1 RULES
1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing – Windsurfing Competition Rules (WCR).
1.2 The Class Rules of the participating classes.
1.3 No national prescriptions will apply.
1.4 If there is a conflict between the Notice of Race (NoR) and the Sailing Instructions (SI’s) the SI’s shall take precedence.
1.5 If there is a conflict between languages the English text will take precedence.
2 ADVERTISING
Boards may be required to display advertising chosen and supplied by the organizing authority. ISAF Regulation 20 ‘Advertising Code’ shall apply. Competitors may also be required to wear a lycra vest, carrying the event sponsors names and logos, at all times while afloat.
3 CLASSES AND DIVISIONS
3.1 The participating classes and divisions shall be:
3.1.1 RS:X Class – Men, Women, Youth Men, Youth Women.
3.1.2 Techno 293 Class – Junior (U15) & Youth (U17) Boy & Girl, Open (A17).
3.1.3 Raceboard Class – Men, Women, Youth, Master and Grandmaster
3.1.4 IFCA – Men, Women, Youth Men, Youth Women, Master and Grandmaster.
3.2 Age Divisions:
3.2.1 An under 17 Youth (Techno) shall be born in or after 1996 and not later than 2000; an under15 Junior shall be born in or after 1998 and no later than 2001.
3.2.2 A Youth (RSX) shall be under the age of 19, born in or after 1994 and not later than 1997.
3.2.3 A Youth (Raceboard, IFCA) shall be under the age of 20, born in or after 1993 and not later than 1997).
3.2.4 A Techno Open (A17) sailor shall be 17 years or older in the year of competition, born 1995 or earlier.
3.2.5 A Master is a man who has reached the age of 35 and born 1976 or earlier, or a woman who has reached the age of 30 and born 1980 or earlier.
3.2.6 A Grandmaster is a man who has reached the age of 45 and born 1966 or earlier, or a woman who has reached the age of 40 and born 1970 or earlier.
3.3 Weight Divisions - Raceboard:
A Lightweight sailor shall weigh 75kg or less; a Heavyweight sailor 70kg or more.
A competitor’s weight may be checked throughout the event.
A competitor must stay within the weight group throughout the event
3.4 General:
3.4.1 The King of Buzios Grand Prix (KBGP) is open to all classes and divisions, but registrations must be approved by the organisation. No sailor under 18 years of age on January 14th 2012 will be allowed to register in the KBGP.
3.4.2 A minimum of 3 competitors is required to constitute a division. Those entries accepted that do not constitute a division may sail in another division as defined by the Race Committee.

3.4.3 The Raceboard class may include a division for Veteran, men born 1956 or earlier.
3.4.4 Competitors may enter IFCA and one other class championship, this means a competitor may take part in both slalom racing and course racing.
3.4.5 If either RS:X Men or Women has more than 20 entries, a Medal Race may be run for that division.
4 ELIGIBILITY AND ENTRY
4.1 All entries shall meet the requirements of ISAF Regulation 19-Eligibility Code.
4.2 Competitors shall be members of a National Class Association which is a paid up member of the relevant international class association, or of the IWA. Membership formalities can be completed on site.

5 FEES
5.1 The required fees are as follows:
Junior/Youth – competitors under 20 years old: US$ 65
Men/Women/Master: US$ 80
Coaches and team support personnel: US$ 15
5.2 For entries made after Friday 9th December a US$ 20 surcharge will apply.

5.4 Foreign sailors may pay upon registration but must send in their registration forms by Friday 9th December, the surcharge will apply to registration forms

received beyond this date. Entry fees paid upon registration shall be paid in cash – US$ or Euros
5.5 Only one entry fee (US$65 or US$80) is required; one fee will cover entry for all disciplines.
6 RACE FORMAT
6.1 The Techno 293, Raceboard and RS:X championships shall be single discipline, course racing, ‘open entry’ events.
6.2 The IFCA championship shall be a single discipline, slalom racing, ‘open entry’ event.
6.3 The KBGP is a single discipline, marathon racing, ‘open entry’ event.
6.4 Men and women, boys and girls, and age divisions may race together.
6.5 Classes shall have separate starts.
6.6 Each class shall race a maximum 3 races per day, and a maximum of 15 races for a series.
6.7 Three races are required to validate the championship for each class.
6.7 The race schedule will allow competitors to enter all three disciplines - course racing, slalom racing and marathon.
7 SCHEDULE

7.2 The Race Committee intention is to race Techno, Raceboard and RSX in the morning, and Slalom late afternoon. The Race committee may reschedule racing according to weather conditions.
7.3 There will be a daily skippers meeting 30 minutes before the scheduled time for racing.
7.4 The last possible warning signal on January 15th shall be displayed at 14.00 hrs.
7.5 The presence of all participants at the Opening and Closing Ceremonies is mandatory. Failure to comply may be subject to action by the Jury and may result in disqualification from the event.
8 EQUIPMENT & EQUIPMENT INSPECTION
8.1 An Equipment Inspection Form, which will be available at registration, shall be returned to the Event Equipment Inspector before the start of competition.

8.2 Equipment inspections may be made at any time during the event.
8.3 Unless otherwise directed by the organizing authority, boards and equipment shall be stored, launched and retrieved from the designated area at the event site.
8.4 Techno 293. Competitors in the Junior (U15) division may use any sail of 5.5 sqm, or less, as change down from the 6.8. Any aluminium boom or carbon mast (not exceeding 75% carbon content) may be used with the 5.5 change down sail.
8.5 Techno Charter. A limited number of techno 293 boards, sails and rigs, are available for charter for US$300 from the Brasilian Techno distributor – Team Brazil Windsurfing. Please contact the organisation –

9 SAILING INSTRUCTIONS
The sailing instructions (SI’s) will be available upon registration. Any changes to the SI’s shall be approved by the Class Representative at the event.
10 COURSES
Course shall be as described in the sailing instructions.
11 PROTEST COMMITTEE
An independent Protest Committee will be appointed in accordance with WCR 91(a)
12 SCORING
Scoring will be according to the WCR Appendix A, and using the Low Points Scoring System.
13 SUPPORT BOATS
Support boats shall be registered at the race office. Limited charter may be available on a first come, first served, basis. Applications may be made using the coach entry form.
14 SAFETY
14.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50), or as specified in the SI’s.
14.2 Personal buoyancy is mandatory for all competitors under 17 years of age.
15 PRIZES
15.1 Prizes will be awarded to the first three competitors of each properly constituted class /division. Properly constituted divisions will be posted on the official notice board after the completion of the registration.
15.2 The first Brazilian man and woman (boy/girl) in each Slalom division will be declared “2012 Brasilian ....division........ Slalom Champion”.
15.3 The first South American competitor in each class/division shall be declared - “2012 ...class/division ...South American Champion.”

16 OFFICIAL CEREMONIES and SOCIAL FUNCTIONS
Attendance at the Opening Ceremony and Closing Ceremony is mandatory – see NoR 7.4. Competitors are requested to attend the events social functions.
17 DISCLAIMER OF LIABILITY
Competitors participate in the event entirely at their own risk, see WCR 4 - Decision to Race. The organising authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.
18 INSURANCE
Each participating board shall possess internationally valid health insurance and hold valid third party liability insurance with a minimum cover of US$ 1 million, or equivalent, per event.
19 RIGHT TO USE NAME AND LIKENESS
In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

The following information is not part of the rules for the Event.
A ACCOMMODATION
A limited amount of subsidized housing is available at US$12/day/person, which will be allocated on a first reserved – first served basis.
There is a variety hotel and bungalow accommodation available close to the club. More information about accommodation for the event will be posted on the club website: www.buziosvelaclube.com.br
B AIR TRAVEL/TRANSPORTATION/TRANSFERS
The organising Committee can arrange transport to and from the Rio de Janeiro international airport (GIG) for equipment, competitors and support personnel. Competitors requiring this service shall inform their flight details at least a month prior to the first day of the event.
C EARLY ARRIVALS
Competitors arriving early are advised to contact the organizers. Limited housing can be available at the club at a low fee.
